Why Windy weather is hard to predict

Windy is difficult because Pokémon GO may not rely only on the current wind speed. The game can appear to follow forecast windows or previous forecast data. This means a city may show Windy in-game while a normal weather app shows Cloudy or Mostly Cloudy.
